Dopt Minister Clarifies on Retirement Age 58 or 33 Years of Service

In Lok Sabha today(16.12.2015), the Dopt Minister Shri Jitendra Singh said that there is no proposal to reduce the retirement age to 58 years of age or 33 years of service for Central Government employees.

In a written reply for the question regarding the retirement age of Central Government employees in Parliament today (16.12.2015), the concerend Minster of State for Personnel Jitendra Singh said that the there is no such proposal to reduce the retirement age with the connection of 33 years of service.

PAY COMMISSION IMPLEMENTATION GAZETTE TO BE ISSUED IN APRIL

New Delhi: The gazette to put into effect the Seventh pay commission recommendation will be issued in April before the announcement of West Bengal, Assam, Kerala and Tamil Nadu states assemblies’ election in May 2016, which will benefit 50 lakh central government employees and 52 lakh pensioners including dependents, Sources of Finance Ministry said Sunday.

The reports of Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27.

Emboldened by the victory of Bihar, congress said they will fight and defeat BJP in West Bengal, Assam, Tamil Nadu and Kerala. ” Modi made promises one year back nothing got fulfilled.”

“The BJP led central government decided execution time of the pay commission’s proposals in April, which will be possible pre-election “special packages” for West Bengal, Assam, Kerala and Tamil Nadu to win sufficient seats of states Assemblies polls, sources said.

Sources also said the Implementation cell of the Seventh pay commission recommendation in Finance Ministry works hard to send a summary of the pay commission implementation to Expenditure Secretary Ratan Watal for approval. After Watal’s approval, it would be placed before the cabinet for its nod through the group of secretaries of revision pay panel report headed by cabinet secretary.

Sources said the Seventh Pay Commission recommendations implementation gazette will be issued in April, after cabinet nod.

The Seventh Pay Commission was set up by the UPA government in February 2014, The Commission headed by Justice A K Mathur submitted its 900-page final report to Finance Minister Arun Jaitley on February 19, recommending 23.55 per cent hike in salaries and allowances of Central government employees and pensioners.

The panel recommended a 14.27 per cent increase in basic pay, the lowest in 70 years. The previous 6th Pay Commission had recommended a 20 per cent hike, which the government doubled while implementing it in 2008.

The Seventh pay commission recommended fixing the highest basic salary at Rs 250,000 and the lowest at Rs 18,000and its increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and pensioners, often these are adopted by states after some modifications. However, the Seventh Pay Commission suggested to discontinue the practice of appointing pay commissions in future.

நமது  CHIEF  PMG அவர்கள்  நாம்  கேட்டுக் கொண்டதற்கிணங்க  இலாக்கா ஊழியர்களுக்கு  வெள்ள  நிவாரண  முன்பணமாக  ரூ. 7500/- ம்  GDS ஊழியர்களுக்கு வெள்ள நிவாரண  உதவியாக ரூ.5000/- ம்  GFR  விதி எண்  64 மற்றும் 66  அடிப்படையில் வழங்கச் சொல்லி,  கீழ்மட்ட  அதிகாரி களுக்கு உத்திரவிட்டு  தனது  கரங்களில்  இருந்து  பொறுப்பினை இறக்கி வைத்துவிட்டார். ஆனால் விதி எண்  64 முக்கியமாக சொல்லுவது என்ன ?

1.  சம்பந்தப்பட்ட  மாநில அரசுகள்  , பாதிக்கப்பட்ட பகுதிகளை  வெள்ளம் பாதிக்கப்பட்ட பகுதிகள்  என்று  அரசாணை  வழங்கி இருக்க வேண்டும் .

2. அந்தந்த பகுதிகளில்  பணியாற்றும்   மாநில அரசு ஊழியர்களுக்கு வெள்ளம் பாதித்தற்காக அந்தந்த  மாநில  அரசுகள்  நிவாரண  உதவித் தொகை  வழங்கி இருக்க வேண்டும். 

இவை இரண்டுமே இதுவரை சம்பந்தப்பட்ட மாநில  அரசுகளால் ( தமிழ் நாடு,புதுச்சேரி) செய்யப்படவில்லை. எனவே உத்திரவு  அளிக்கப் பட்டாலும் தற்போது பணம்  கிடைக்காது  என்பதுதான்   இன்றைய  நிலை. கடலூரில் அடித்த  "தாணே" புயலுக்கும்  இவ்வாறே முந்தைய  CPMG  அவர்கள் பதில் அளித்திருந்தார்  என்பது  குறிப்பிடத்தகுந்தது., 

எனவே மாநில அரசின் தலைமைச் செயலகத்தில் இது குறித்து  நாம் முயற்சிகள் மேற்கொண்டுள்ளோம். மேல் விபரங்கள் கிடைத்தவுடன்  தெரிவிக்கிறோம்.

GFR Rule 64. Powers of Sanction.-A Head of Office may sanction the grant of an advance to a non-Gazetted Government servant under his administrative control whose property, movable or immovable, has been substantially affected or damaged in an area affected by a natural calamity, subject to the following conditions: (i) that the concerned State Government of the State in which the natural calamity has occurred, has declared the area as having been affected by the natural calamity; (ii) that the State Government has also issued orders sanctioning financial assistance to their own employees whose property, movable or immovable, has been damaged by the natural calamity in the areas declared as having been affected by the natural calamity; and (iii) an application is made in Form IX of the Compendium.

Sub: - Grant of Flood Advance and other Financial Assistance for the staff including Gramin Dak Sewaks and Casual, Part-Time, Contingent employees who suffered substantial loss during the recent flood in Tamilnadu – Reg.

           

As you are aware that, there was torrential rain and catastrophic flood in Tamilnadu for the past three weeks and almost the Chennai City is devastated. Likewise, many areas viz. Cuddalore, Kanchipuram, Tiruvallur Districts and Puduchery union territory are the most affected parts of Tamilnadu during the recent flood. Water logged even in Airport, Railway Stations, National Highways etc. and almost every connecting link is severed and no vehicle service for the past several days in the City . National Disaster Management Team, Army, Navy and Air Force personnel are deployed for rescue operations and death toll crosses 188, as per official figure.

The Prime Minister of India recently visited Tamilnadu to make a personal survey of flood affected areas, described this as a National Disaster and announced Rs. 1000 Crores as immediate relief from the National Disaster Response Fund for rehabilitation works. The Tamilnadu State Govt. and Puduchery Union territory Govt. have announced the above mentioned areas as flood affected and various kinds of assistances/relief are extended to the affected people.

It is therefore requested to take necessary action so as to grant natural calamity advance to all the affected Central Government Employees, including Gramin Dak Sewaks and Casual, Part-time and Contingent employees, those who are residing in the flood affected Districts of Tamilnadu State.

Moreover, it is requested to take suitable action to grant Financial Assistance liberally to those officials/GDS/Casual Labourers who suffered with substantial loss of movable and immovable properties due to flood.

கடந்த 2.12.2015 அன்று காலையே  CHIEF  PMG அவர்களுடன் பேசிய செய்தியும்  நம்  மாநிலச்  சங்க கடித நகலும் அஞ்சல் மூன்று வலைத்தளத்தில் பிரசுரித்திருந்தோம் ! 

தற்போது  உத்திரவு வெளியிடப் பட்டுள்ளது !
